Problem:
All steering wheel buttons (Horn and cruise) don't work on a 1996-1999 Dodge Caravan
Solution:
Test the fuses. Save yourself some headache and try the easy stuff first.
remove the steering column cover; there are 3 philips (cross) screws on the underside, and wedge clips, this will expose 2 electrical connectors on the left bottom of the steering column, the small connector is for the airbag and the large one for the horn+cruise
remove the steering wheel centre; there are three philips screws on the back
the yellow connector in the centre is for the airbag; pull hard to remove it
the other 2 connectors have a wedge clip to keep them together; you will need a small flat screwdriver to remove them
you can now use your multi-meter to test the connection between the connector on the bottom of the steering column and the connectors in the centre of the steering wheel. If there is no connection then we are replacing the correct part; which i now know is called a clock-spring even though it has nothing to do with the clock and it's not a spring.
At this point you need to call the Chrysler dealership to find out if there are any recalls on this part. My clockspring was covered under a lifetime recall =$0 to replace even though i have 310,000kms on the van :)
